(I). Background and context
The global transition for sustainable energy is driven by declining renewable energy costs and a commitment to sustainability. In East Africa, particularly Kenya, challenges persist due to high poverty rates and income inequality. Achieving a just energy transition requires tailored approaches to each country's unique energy landscape and socio-economic context. Kenya has promising opportunities to localize clean energy value chains and empower Small, Medium, and Micro Enterprises (SMMEs) in the sector. By implementing inclusive policies and supporting SMMEs, Kenya can ensure equitable participation in the clean energy transition, promoting decent work and sustainable livelihoods for all.
(II). Objectives and Scope of Work
The primary objective of the consultancy is to support the ACTS team in conducting a firm level and labor sector survey to Small medium and Micro Enterprises (SMMEs), enterprise support organizations, workers unions among other actors in the energy ecosystem in Kenya as well as support in refining the background paper and policy mapping. The consultant is expected to work with the ACTS team closely and support in the following activities:
- Robust research design with context of the Kenyan energy ecosystem based on the background paper
- Design the firm level survey implementation framework and data collection tools targeting various ecosystem actors
- Co-Implementation of the firm level survey across Kenya, analyse the data, and present a draft report on key highlights
- Complete a detailed report of the findings of the survey, supported by data and verifiable information.
It is expected that the selected consultant will support in the implementation of the activities as part of the ACTS team.
(III). Key deliverables
The key deliverables for this assignment – in collaboration with the ACTS team – will include;
- Research design document including firm level and labor sector survey data collection tools, procedures and manuals
- Ecosystem actors map in a database of preferably with different indicators using KUMU
- Draft report on the findings of the survey, and summary presentation
- Final detailed report of the survey
(IV). Qualifications
- Advanced university degree in renewable energy, environmental sciences, or other relevant subject.
- Experience conducting and analyzing survey data.
- Strong writing skills, including survey reports and other scientific documents
- Familiarity with research methodologies including data collection and analysis
(V). Duration of the Assignment
The assignment is expected to be conducted within six months from the date of signing the contract.
(VI). Intellectual Property
All project-related information, including datasets and reports, encountered by the consultant during the course of this consultancy, shall be the sole property of ACTS. Unauthorized disclosure or utilization of this information for purposes beyond the scope of this assignment is strictly prohibited without prior written consent from ACTS.
(VII). Equipment
Any equipment needed to complete this assignment will be provided by the consultant.
(VIII). Oversight of the consultancy
The consultant will work in close consultation and under the supervision of the project lead.
(IX). Remuneration
Payment for this consultancy shall be made in 3 installments as outlined: 30% upon a tentative workplan and development of data collection tools; 30% upon delivery of a draft report, and the remaining 40% upon satisfactory completion of the final report
